A pool fence is a safety barrier first. An inspector checks it against barrier rules, not against how it looks. Three requirements come up on most residential pools: height, the size of any gap a small child could squeeze through, and gate hardware that shuts and latches without anyone touching it.

What a pool barrier has to do

Alabama jurisdictions work from the model swimming pool and residential codes, which set out the requirements below. Adoption and local amendments vary, so confirm the specifics with the City of Athens Building Department or your county office before you schedule work.

• A minimum barrier height, commonly 48 inches measured on the side away from the pool.
• A limit on the gap beneath the barrier at ground level.
• A limit on the spacing between vertical members, so a small child cannot pass through.
• Gates that close and latch themselves, swing away from the pool, and put the release out of a small child’s reach.
• Nothing on the outside face that turns the barrier into a ladder.

That last one catches people out. A fence can clear the height rule and still fail, because a horizontal rail at 30 inches on the outside face hands a four year old a step.

Gate hardware is what fails

Most barrier failures are gate failures. A self closing hinge someone adjusted loose, a latch that needs a hard pull to catch, a gate that dropped on its hinges and now drags: any one of them leaves a pool gate standing open. Why barriers fail inspection

• A gate that will not latch from a resting position.
• A gate swinging toward the pool.
• A latch release fitted low enough for a child to reach.
• A gap under the barrier where the ground falls away, even though the fence stands tall enough.
• A climbable horizontal rail on the outside face.
• A bin, a planter or an air conditioning unit left against the fence.

Keep that last one in mind after you pass. A compliant barrier stops being compliant the day someone parks something climbable against it.
